On February 24, 2020, one of our neighborhood restaurants, The Saucy Noodle, posted on their facebook page that a “Certificate of Demolition Eligibility” was posted for 715-731 S University Boulevard. We know that many neighbors are concerned about the potential loss of local character buildings and businesses and have prepared the following information to help you understand the city’s processes and what you can do.
What is a “Certificate of Demolition Eligibility?”
According the Community Planning and Development’s Demolitions & Certificates of Demolition Eligibility, “Owners of non-landmark, non-historic-district properties who are not currently planning demolition but who want increased certainty about a potential future demolition may apply for a Certificate of Demolition Eligibility…If a Certificate of Demolition Eligibility is issued, a property owner or owner’s agent may proceed with a demolition application without further Landmark Preservation review for a period of five years.”

Landmarks Preservation finds property “has potential for designation:”
When a “Certificate of Demolition Eligibility” is filed, Landmark Preservation planners review the application to help “preserve Denver’s history by providing the community an opportunity to protect buildings that prove to have historic, architectural, geographic or cultural significance.” Their review of this property determined that the 715 – 731 S University Boulevard has potential for designation.

What Happens Now?
Because this property has the potential for designation, a notice of the “Certificate of Demolition Eligibility” is being posted for three weeks. A designation application or a notice of intent to file a designation application can be submitted within that time frame.
To Submit an “Intent to File” for a designation application:
A “Notice of Intent” (see who may submit) to file a designation application can be filed if neighbors wish to try to save this building. See these instructions here from the city:
A document stating “The signatory(ies) intend to file an application for designation of <PROPERTY ADDRESS>” and signed by all signatories listed in the statement, with their addresses included, must be delivered to Denver Landmark Preservation by the deadline listed for the property on the Demolition and Certificate of Demolition Eligibility Review page. The document may be submitted one of the following ways:

Submit in person at the Records Desk on the second floor of the Webb Municipal Building, 201 W. Colfax Ave., Denver.
OR

Submit by email by scanning the signed document and emailing it to landmark@denvergov.org.
City ordinance allows for three types of persons to submit a notice of intent to file a designation application:
- The executive director of Community Planning and Development
- A member or members of City Council
- Three (3) residents of the City and County of Denver
