Contractor Complaints and Licensing

Do you suspect building code violations or have a complaint about a builder/contractor? There are things you can do!

Residents should report suspected building code violations in progress to 311. As always, be sure to keep record of your incident number, in case you need to follow up.

Denver’s Community Planning & Development department has offered the following advice.

  • To make a general complaint about a builder/contractor, contact Contractor Licensing at (720) 865-2770 or 311.
  • If there is a complaint to CPD against a contractor, the contractor licensing manager is notified.Complaints may come from a property owner, one of the inspectors, a neighbor, or even the permit counter itself.
  • The contractor licensing manager researches the issue to make sure that the complaint is more than just a civil matter and that it actually deals with a Denver Building Code violation or issue.
  • The contractor licensing manager brings the findings to the building official, they determine where to take it from there. In some cases, they bring contractors in for meetings with the appropriate chief inspector, and issue warnings against their contractor license.
  • A few contracts’ licenses have been suspended for repeat offenses for egregious violations.
  • Complaints and any warnings/suspension issued are noted on the contractor’s licensing information and are part of the public record.
  • CPD does not take any action based on the quality of workmanship or aesthetics above and beyond the Denver Building Code requirements. If there are civil actions or rulings against a contractor, CPD may be able to get involved with additional steps related to a contractor’s license; language to this effect was added in the most recent building code amendment package.
